Dolpo Permits & Restricted-Area Access

Dolpo is one of Nepal's most tightly controlled regions: you cannot just turn up. Both Lower and Upper Dolpo are restricted areas, so you need a restricted-area permit, the Shey Phoksundo National Park entry permit, and a licensed guide arranged through a registered agency. Solo, fully independent trekking is not allowed anywhere in Dolpo.

The two permit zones

• Lower Dolpo — the area around Phoksundo Lake, Dunai and Ringmo — uses an inexpensive restricted-area permit, on the order of USD 20 per week.
• Upper Dolpo — north toward Shey Gompa and Crystal Mountain — needs a separate, far more expensive permit: roughly USD 500 per person for the first 10 days, then about USD 50 per extra day, one of the costliest in the country.

On top of either, you pay the national park entry fee. Many itineraries combine both zones, so both permits stack together. Rates and rules change, so always confirm the latest figures with your agency before booking.

The rules that matter

Upper Dolpo permits require a minimum of two trekkers plus the licensed guide. Checkpoints along the route verify documents, so carry your passport and permits throughout. Because this is a sensitive border region, the paperwork must be arranged in advance through a government-registered trekking company — you cannot obtain Upper Dolpo permits as a true independent walker.

How to actually arrange them

You do not apply for these permits yourself at a counter as a walk-in. A government-registered trekking agency processes the restricted-area permits on your behalf, which is why even budget-minded travellers must go through an operator for Dolpo. You will need passport copies and passport photos, and the agency will lodge the application with the immigration department and arrange the national park permit. Build in time before your trek for this paperwork; rushing it close to your flight date is a common cause of delay.

Why the rules exist

Dolpo's restrictions are not bureaucratic whim. The region sits near the Tibetan border in a sensitive zone, and its communities and fragile high-altitude environment are easily overwhelmed. The permit fees — especially the steep Upper Dolpo charge — limit numbers and channel revenue toward administration and, in principle, local benefit. Combined with the guide-and-agency requirement, the system keeps visitor numbers low, which is a large part of why Dolpo still feels so untouched compared with busier regions. Travelling here means accepting that the cost and the controls are the price of its remoteness.
